How to enter safe mode on an encrypted Android phone?

I am trying to enter the safe mode on an encrypted Cubot Dinosaur (Android 6).

I tried holding the volume down key while booting.
This shows "Safe mode" in the left corner where you can enter the pin but after entering the pin code it seems to boot normally (holding the volume down key again does not change anything here).
