Is there an app that lets me access the camera app through the phone app?

I want to make it look as though I am making a phone call when in actuality I am accessing my camera in order to secretly film those around me. So, if someone is suspicious and decides to confront me I can show them my phone and it will be the phone app showing a call in progress, but really I am using the camera to record them. Let us hope that they do not want to talk to the person on the other end. The only flaw in this app should be my acting.

Assuming it's legal (or even filming people where you want to be filming them is legal - it's not in some jurisdictions, or for some groups). Make a phone call and take a screenshot. If you run the screenshot, your default display app will show the screenshot. (I'll leave how to access the picture - a shortcut, a widget - to you.)
