I have a bleutooth Parrot carkit. It has an internal battery. It stays on when i'm not driving the car. When i answer a call on the carkit, i want the carkit speaker to work. When i'm around the car and i answer the call on the phone, i want the phone speaker to work. Now it's on carkit speaker and i must go in the car to speak, or i have you go into my settings to change speaker... Is there an app that can help me?

No, if the Parrot can see the phone, the phone can see the Parrot, so no app can tell that you're "around the car but not in it". How about just wiring the Parrot to turn off when the car is off? (If they don't have a mod kit to do it, it's trivial for any electronics buff to do. ) Besides, leaving the Parrot running all the time is going to kill the battery pretty quickly.

And just puling notifications down and tapping the Bluetooth icon isn't that big a deal.
