I bought a new unlocked smartphone and I cannot use playstore, it keeps crashing.

I have opened the phone and at first I managed to log in to google play store. As I tried to upgrade apps it kept appearing a message saying that google services need to be updates first. In playstore they seemed to have the latest updates. I tried to clear up the caches as in playstore app but when I search for it on seetings/apps there isn't on the list. Then I couldn't do anything else and I did factory reset. This time, when I opened the phone I could not even log in to playstore. It keeps crashing. Any thoughts?

I can get into Google Play Store. I can't select account in the drop down list. I can see my payment options and balance in my account. I can also download, uninstall and make purchases. If I select account.- the error Google Play Store has stopped or keeps stopping comes up. Maybe the problem is on Google's side.
