I've tried factory resetting, it did not work just lost all of my data.

Please help me, I've heard from other websites that it is easy to do with the motorola phones.

Thank you, I'm desperate because I cannot afford a new phone i am a broke teen with no money

Since you didn't know how to back up before resetting, and not restoring, the procedure to go back to the old OS is more involved. Done incorrectly may brick your phone.
What reason or feature makes you want to revert?

Android 9 is laggy for my phone but I guess that I will have to live with android 9. I do know how to back things up. I had to reinstall all the apps again but they were all there. I meant that I had to sign in again for no reason which took basically forever

If you can find an Oreo ROM for your particular model phone, and you can unlock the bootloader (AT&T and, I suspect, Verizon, don't allow you to do that), you can find instructions to flash the ROM using fastboot all over the web. Exactly which files you flash depends on the model.
