How can I fix Bluetooth failure in Galaxy 8 (2018) after upgrade to Android Pie?

Samsung Galaxy A8 no longer able to link via Bluetooth to my car (Ford Sync) or other Bluetooth devices after upgrading . Previous Android 8 worked fine. I fully factory reset and reinstalled apps manually one by one but no luck. At one point, turning off the NFC in settings enabled nearby devices to be seen, but that only lasted abut 5 minutes and now nothing. Seems to be a problem not limited to the A8.

Followup to my query. After upgrading to Android 9 on Samsung Galaxy A8(2018), bluetooth failed. After first update, problem persisted. Now with 2nd update to Android 9 in July 2019, problem is resolved.
