Updated OS and now I do not receive notifications.

Since the update I do not receive any sounds, badge count, or vibrations for incoming texts. The screen show the incoming text; the badge pops for a millisecond and goes away. It won't even send the notification to my galaxy watch. I'm using an AT&T Note 9.
