Go to https://github.com/omnirom/android_bootable_recovery/, do the Git stuff, read https://forum.xda-developers.com/showthread.php?t=1943625, and compile TWRP. (Dees_Troy is a known developer, and has saved many, many phones from the scrap heap. To say he knows what he's doing is a vast understatement.)

If you want to have someone do it for you, considering that the DOOGEE isn't a very popular line (especially with developers), you'll probably have to pay a developer to do it for you. He'll have to buy a DOOGEE X10, develop TWRP, then toss the phone in a drawer and forget about it (so you'll be paying for a phone for him). And it will be his name, not yours, listed as the maintainer on the TWRP.me site.

Oh, and the information isn't enough. No information is enough. One has to actually have a phone to maintain a version of TWRP for it.
