How do i remove the app removed apps and users

Welcome to Android Central! I assume you're looking in the Settings>Data Usage menu. That's not an app -- it just represents all of the data used by apps that you've recently uninstalled (up until they were uninstalled, of course). The data used by all of the apps gets pooled into that one category. It doesn't mean apps that you uninstalled are still actively using data.
