i got the same problem,
but when i try to uninstall google chrome first from my device,
that floating icon disappear,
when i installed google chrome again, it appears again..
i dont know its was google chrome problem or not.

btw,
I though this is malware / virus.
when i open google play store, then click the uninstall button in any application that i have installed.
this search-floating-icon automatically disappears, as if it was also uninstalled.
then 30 minutes laters its appear again..

And you've already checked the Settings>Accessibility menu to make sure any option there is turned off?

Yes.. sure.
It just show on top of all aps.
When clicked, it shows input search with bing icon.
I never install bing apps or widget

Check in phone settings then apps and go through the list there and uninstall unfamiliar ones
Thanks for posting the video -- you clearly don't have the exact same issue as the OP of this thread, since the icon you have is a search icon, while the OP described an icon with a "man symbol."
I agree with mustang7757 -- if you don't have some initial suspicion of which app is responsible, you may just have to uninstall apps one by one until the problem goes away.
Welcome to the forums. Check your recent apps when that search bar is open. Also, see which apps have the 'draw over other apps' permission enabled. For more info see this guide.
