How to bypass activation screen on Nokia TA-1136

I have an old phone that I was wanting to use for WiFi only but have been unable to bypass the activation screen due to not remembering the sim pin or account information associated with it. I have done everything imaginable and spoke to multiple techs via Verizon and still have not been able to resolve this. Can someone please help?

But is there a way to use the phone without the SIM card? When I take the card out, I’m unable to proceed past the activation screen.

I've done activation without a SIM card on my Samsung,Apple,google phones I don't know if Nokia is the same way , I see why not .
Just enter your Google account and password.

And if you can't remember the login and password that was on the phone (or have it in a password manager on another device), you've converted the phone into a(n expensive) paper weight.
