Cannot locate where to enable JavaScript on my ZTE, N818S, Nougat phone.

JavaScript is part of the web browser, so run Chrome. There's no "enabling" or "disabling" it, and you're probably not going to find any anywhere but on a web page - which you'll go to using a web browser, which supports JavaScript (all of them do - they have to).
 
There is actually a setting in Chrome to allow or block JavaScript. Open Chrome, tap Menu>Settings>Site Settings>JavaScript.
 
Some scripting (usually depending on the source - like Google Analytics if you don't want it). The same addon - NoScript - exists for Firefox (and I use it extensively as an ad blocker). But by default, JavaScript is enabled. (We use cookies here on Android Central - that's JavaScript. We also use AJAX here - JavaScript. [And at this point, I'll stop reading the source code of this page.:)])
