Why do notifications not sound for an app that is open?

Hi,
I notice on my Samsung S6 that notifications don't make a sound for an app that is open. I'm finding that I keep not noticing text messages etc as I leave the app open while it is connected to my PC.
I feel like I have seen an option to control that behaviour but, for the life of me, I cannot find it now.
Anyone know about this?
 
I have gone through;
- all sound & notification related settings
- the 'Apps' page of settings
- the settings of the messaging app
and I have basically pottered about in the settings options in general to see anything I thought might be related.
I've also done a web search.
 
There's no way to change this as far as my research has gone for the last 5 years.. My S6 Edge, S8 and S10 all do the same. It is infuriating if you forget to close the app.
 
There are 3rd party messaging apps that allow you to get notification tones even when the app is open. I can't quite remember, but Textra might do it. I think the Verizon Messages+ app does as well, but I'm not sure how well it works on non-Verizon phones.
