Android Phone stopped ringing when calls received

My new MiNote 7 with Android 9 has stopped 'ringing' when calls are received. I get vibration and light flashing but if I am not looking at the phone I do not know if someone is trying to call. Sound is on and turned up. I cannot find any obvious incorrect setting EXCEPT this may be part of a much wider problem. For many of my apps etc ACCESSIBILITY is not ACCESIBLE.

When I try to give access in the Accessibility Menu by clicking the on/off trigger I am taken to another, 'service will be performed', window but on clicking OK a message flashes on (too) briefly about apps blocking a permission dialogue and to drag them away or close the app. I don't know what this means, it is incomprehensible to me as there is no blocking app present. Ironically, as well as this happening with numerous apps / settings etc it also happens when trying to access the Accessibility Menu itself! --- a sort of Catch 22 situation?

I expect I am failing to grasp something basic but need advice on how to escape from this before I go bananas.
 
The Accessibility menu is for people with poor vision or poor hearing - it has things to help you access the screen. Nothing to do with the phone ringing.

Assuming Do Not Disturb is off:

First, turn the volume up - you may have turned it down without realizing it. Second, go to Settings > Sound, select the Phone ringtone and make sure you hear it. (A file with nothing in it, or a corrupted file, won't get played.)

As for 'dragging away', that's in the Recents screen (how you get there depends on the version of Android you're running, but it should be the little square button on the bottom). Just open that and swipe everything away. Or restart the phone. Either way make sure that any apps blocking what you're trying to do aren't running. (And start using the Back button to end apps. The Home button is just to run the launcher [home screens and app drawer], but leaves the apps running in the background. It also wastes battery.)
 
I have had an account for a few years which I have not used for a while, and now I cannot access it. My name and email are recognised but I cannot get the system to allow me to refresh my password, which is not accepted. Clicking the 'get Password' button just does not work, despite trying for several days. It fades, but on checking no email re Password renew is received. I get a similar result when trying to use Facebook etc. but will try again

Thanks for the replies and advice.

I now seemed to be logged in despite previous troubles.

My phone is now audible when I do a test by phoning myself---- but what I find is that it is not very loud though it is on maximum plus it rings only a few times before giving up. So I suspect that my problem is that if it is not in my hand or at least close I am missing it. I would have expected there would be a setting to change the how long the phone rings before hanging up but if there is I have not found it.

I understand about 'Accessibility' being related to users with vision or hearing handicaps, it means on my Windows PC too, but I don't think that was the menu I was referring to nor was it swiping away Recents. However, so far I have not been able to reproduce it and as I have given up on the Edge Action app which I have now removed I suspect it may have been related to that. Time will tell. I am going to try other ringtones as some are longer and more effective than others.
 
As I expect you guessed, not only was I able to get a more effective ringtone, at the same time I found where to alter the volume settings etc. So this problem is now solved. I remembered having seen the pages before, soon after I received the phone, so it may be that dabbling with the settings then was responsible for the problem in the first place.

I used Facebook to sign in this time as I am still having issues --- the button to get a password renew email is just not working for me.
 
ACCESSIBILITY ---- this issue is still present. While I prepare this post on my PC I have an example open on my phone. The app is TT Fast Cleaner which says "To hibernate please enable Accessibility Service" --- the switch to do this opens a page which starts with "The service will perform these a ….." and then says TT needs to "Observe your actions" and "Retrieve window content" . Clicking OK then displays (a rapidly vanishing) notice which starts with "If an app is blocking a permissions dialogue" drag it away etc.

As explained above, I do not understand what this means or how to do it. So (1) I am unable to get that feature of the app to activate (as with a number of other apps) and in addition (2) I do not understand what this has to do with Accessibility for vision and hearing handicaps. I am hoping the 'scales will fall from my eyes" when this is explained!
