My ISP is currently fixing infrastructure on my street and I don't have normal broadband.
I am surfing the internet using Tethering from my Moto G4 Plus (Android 7.0).

I need to print something but I don't know how to tell my phone to configure the printer on the WiFi that it provides.

For example: on my regular internet, I press the WPS button on my printer, press the WPS on my router - end of story!

How to do that on Android 7 Tethering?

(if it matters, my printer is Epson iP7250)

    Thanks

I've always used Cloud Print with no problem. Just "share" the document with Cloud Print (once you've set it up) and it prints.

Your WiFi network should still work, just connect to that when you need to print.
