    I'm using Pixel 3, and lately I saw many .bin in the File Apps.

    I've tried to reset apps + network, but these does solve the problem.

    Is this a virus problem and I need to a factory reset?

    Any app can create files with any extension for any purpose. (An app can create text files with .bin extensions, just to keep you from reading them unless you know how.) As belodion asked, what makes you think there's anything wrong with them? Just the fact that they exist doesn't mean anything.
