Why Isn't the wifi 911 address updated by the gps coordinates?

Calling over wifi does not establish a physical location, and 911 calls accross the internet are depend on the manual entry of an address.

if my phone uses wifi. It never asks if i need to update the address making it likely to be incorrect if i need it. Why Isn't the gps location used?

That's carrier-specific, if you're using WiFi calling from your carrier. (If you're using VoIP or SIP, there's a warning that they don't provide E911 service, and you have to buy that from an E911 provider separately.) So if it's from your carrier's WiFi calling, I'd speak to them. (If the phone is factory unlocked, not carrier branded, that could also be a reason for it.)
