On my Samsung it was defaulted to the double pull down method me just saying mentioned but either under display or maybe the quick settings menu I have an option to display the slider with a single pulldown.

Even when I double slide down there is still no slider. The only way for me to change the brighness is in settings app. I have auto brightness turned off.

From the Home screen, tap Settings.

Tap the 'Display' tab.

Adjust the Brightness slider bar to manually change the brightness, or tap Auto to allow the device to automatically adjust the brightness based on lighting conditions.
