Why can't i install more apps on my phone when i have sufficient storage data.

I can no longer download and install apps on my phone. When i attempt to download an app, i am always told to remove apps i no longer need. I have about 500MB of storage data left. I am unable to download a 40MB APP.
I even removed 2 apps with about 80MB only to get the same message.
What is the problem. What can i do.
I use a samsung galaxy grand prime phone, on android 6.0 marshmellow.

Have you checked Play Store if storage is full?
 
I want to expand on what Mustang7757 suggested. I think Google adds a buffer so that your installed apps and system apps have enough space to install updates without your phone going haywire. They restrict a certain amount of storage to prevent it from happening. Remember your phone could have a ton of emails, text messages, pictures, music, wallpapers, ringtones and you name it stored in it.. All that takes a lot of space. Those items are culprits too. Pair those down and you may have more space. I would get a phone with an SD card or one with bigger internal storage. It should alleviate some of your problems.
 
I agree with jameny5. The buffer can vary depending on the phone, but it's usually around 300-500 MB. The bottom line is that you don't have much internal storage on that phone in the first place. The specs say it has 8 GB of storage, of which probably only 3-4 GB is available to the user (after accounting for the OS and preinstalled bloatware). These days. you really need at least 32 GB if you want to have more than a few big apps installed.
