Troubleshooting of Tecno Drop iPad 7D LTE

My tecno Drop iPad 7D LTE is showing "weather has stopped" and not opening the rest of the apps.Please assist.

Does this persist after a reboot? What do you mean "not opening the rest of the apps"? Do you mean that no apps will open, and you get error messages?
