No to both questions, at least for now. If you want to access files on the PC, you could use a remote desktop app like
Chrome Remote Desktop. Ideally, you'd upload the files on your PC to Google Drive, where they'd be easily accessible to your Chromebook. This can easily be done by installing the actual
Google Drive program on your PC. This creates a separate folder in your hard drive directory that syncs with Google Drive in the cloud. You can then use Windows Explorer to move the files you want to sync with Google Drive into that folder. Any changes you make to those documents on the computer will be synced to Google Drive in the cloud.
