Question Access PC files on Android via USB? (no Wi-Fi)

I have movies and photos on an older hp laptop that I would like to be able to access on my Galaxy S9 tablet (without using Wi-Fi) -- is there a program that I can install on the PC that will enable this with a USB connection? I can get to them via Wi-Fi sharing but the network is incredibly slow (videos constantly buffer) and the PC's network connection is often intermittent (it logs on & off network randomly- could this be a problem with the adapter?). I have no problem accessing my Android files on the PC when USB is connected, but this is one-way only (and not the way I want). Any help is greatly appreciated!!

It's one way, but you can just copy (or move) them to your tablet from the PC.

Welcome to Android Central! Are you saying that you only want to open those PC files from your Tab S9 without copying them over? Or are you saying that you're running into difficulty copying the files from the PC to the tablet?

Thanks! Yes, I would like to OPEN (view) them on my tab, not copy them over. I'm out of storage space on my tablet. Really I need to just buy some SD storage and then just copy them over, but until I can do that I was looking for another way to just watch them on the tab W/O copying them (again, doing this over Wi-Fi works somewhat, but it's not efficient or reliable)....
