Stock Android (4.0+) for sub-$200?

Any suggestions? Or even sub-$250? I'm considering a phone for my younger brother and he likes the stock Android look like myself. I'm considering the Blu Dash 4.5 or the Blu Life Play. I'm not sure if there are others out there but that's what I've found so far. And please no "just buy one and root it."

Used Galaxy Nexus or spend the $300 for the Nexus 4. I've owned both, and would highly recommend the Nexus 4. If you go with one of the cheaper new phones, you get decent and sometimes very good specs - but they're not really engineered, and you won't necessarily ever get updates - unless you root.
