Why do so few apps offer Move to SD?

And why do some of the largest apps refuse to offer this?

And for those that DO offer it, why do so many of them still consume large chunks of main storage?

I can see some apps needing to be there at startup (Launch by default), (although I don't buy this argument).

Nook (ereader for android) installs a 17 meg. Move to SD moves only 5 meg. This for a free app, with no start-up requirement. Other apps, K9 Mail, 10 megs, no SD capability. What's up with that?

Not every phone has tons of main storage.
