Why is my Galaxy Exhibit stuck " optimizing application1 of 1"?

The phone turns on and off but the only thing that appears on the screen says Android is upgrading, optimizing application 1 of 1. Taking out the battery and the SIM card didn't change anything.

Try booting in to recovery and clear the cache partition and only that.

Press & hold Vol-Up, then press & hold Power, use the volume up and down button to move up and down and the power button as enter/select. Once you wipe the cache partition reboot the phone. Should look like the picture below.
