How can I fix unfortunately android process media process has stopped?

unfortunately android process media process has stopped

I've seen several fixes for this, all involving going to settings. My tablet just freezes up when this message appears at boot up. I can get nowhere on the tablet. Is this fixable?
Tablet is inexpensive (which may be the whole problem)

Welcome to Android Central! Which tablet? Is it a no-name generic device? Does it have a microSD card inserted? If so, it might be a corrupt file on the card that the system's Media Scanner is getting stuck on. Try unmounting the card (in Settings>Storage) and rebooting--does the problem persist?

it is an Apex tablet. No micro SD card in it
