Problems with entering numbers to operators on S5 and Note 3 unlocked

I recently bought a galaxy s5 and a note 3 unlocked. I manually entered an APN and am very happy with these phones. Everything works and is good. But I can't seem to find anywhere online the answer to this one last issue they're having.

When I'm in my voicemail for example I am able to type my pin and it actually writes on the screen the numbers that enter but the operator on the other side isn't registering the numbers I put in. It just keeps telling me to please enter my pin and eventually hangs up assuming I didn't enter anything. But the problem is on both phones. How can I fix this? This isn't just in voicemail it's on any operator where i'm not allowed to speak the numbers.
