Welcome to Android Central! In order to change your number you have to contact your mobile carrier. To make calls, you'd have to download an app. I'd check with my mobile carrier to see if there is a specific one that you'd need. You call your carrier and ask them to change your number - or you get a Google Voice number, install Google Voice and make calls from that number. (I have a WAY out of area code number - I kept my old number because so many people had it. I have a local GV number. I give that out to people who get confused by area codes [yes, they still hire the handicapped, which is a good thing in most cases]. It just forwards to my cell. But outgoing? I get a popup - call on the GV number or don't call on the GV number. I pick one and make a regular phone call - with a local number or my "foreign" one.)
