Rocketsauce called it. Developer Options has to be enabled. Then it is there under the settings menu from a long press on the home screen.

Are there any other tricks to get this feature when running Oreo on an unlocked phone? I had developer options running prior to the upgrades and the different icons still aren't an option for me. A long press on the system settings only gets me battery, wifi, and data usage options.
