Weird Google wallet issue

When i saw that wallet was banned again, i went online and reset me account. A few hours later when the new. Apk files arrived, i reloaded and tried to reattach my cards. Unfortunately i got an "unexpected error " message. After trying everything i could, i gave up until today. Today i reset the app and tried a different, new, email account. I then attached the same exact credit card that gave me the error message on the original account. Well, low and behold, it worked perfectly. I have no explanation why it would work on one account and not the other . Apparently MY account has some sort of ban or block on it. Anybody have any thoughts? Oh, i cant load ANY cards on the original account, so it isn't a credit card block, seems like a google block.
