Signal bars inaccurate since updating to 4.3

Updated my phone to 4.3 last night and since then the signal bars are always on 5 (full strength) when before at my house would get 2 or 3 max. Moved to several different locations and stays the same. Normally would be good but I know they are not showing the true signal strength.
In setting the signal shows as -103dbm 5asu hsdpa, which is quite weak as far as I'm aware.
Any ideas how to fix this?

Just read on another thread that the signal bars after the update to 4.3 actually show the strength of the data connection instead of voice signal like it use to??
Does anyone know if this is true? not happy at all if it is, may actually roll back to 4.2

Yes. Signal bar shows data signal strength instead of voice after 4.3 update.

Well that's ****, I was happy with just the 3G or H symbol. It never changes from the 5 bars now, only thing I've seen is full 5 bars or No service never an inbetween.
