Why is power saving mode turning mobile data on after I exit

So for a while I noticed that during times I need no interruptions and want to save power I turn DND (do not disturb and EPSM. Then when I turn both off I noticed mobile data had been turned on. I ruled DND off. Not sure if it turns MD on during or after but EPSM is the source. Is this common and if so how can I disable it?

BTW I had done a reset recently and might have undone whatever I did to disable this of which I don't know.
 
EPSM turns off mobile data to save power (obviously). Turning it off will turn your mobile data back on so that you can receive MMS, e-mails, etc since it's no longer trying to save power. Did you want to turn off mobile data completely?

I don't have much data so yeah, I want it off while Wi-Fi is on, unless emergency when Wi-Fi is on the fritz or not available.

Well if WiFi is on, there's no reason it should be using your mobile data. For when it's off, you can use something like Juice Defender to control when apps are allowed to have mobile data
