You can flash roms from recovery. Some devs recomend you do it this way. I do have Rom Manager and use it beacuse of the many options it has like downloading Google apps and roms directly to the phone and I use it for backups. But no its not really needed.

As randyw said, no, you don't have to have it. It's just an extra tool. I used to use it, now I use 4ext since many developers prefer it over ROM Manager. 4ext is way better now. You choose what you want to do before rebooting into recovery, and it does it all for you automatically.
