I have a Alcatel One Touch and my screen is completely unresponsive due to water damage I think, but it turns on and connects to the computer, can someone please tell me where the contacts folder is located. Or is there a application that brings up your contacts folder? I did not store my contacts on Google, and it not stored on my SIMs card, its all on my phone storage I just need to locate it.

It's in a database. If the phone isn't rooted, you can't get to it. You'll need to have a working screen plugged into the phone (internally, so at a repair shop) long enough to move all your contacts to your SIM card. (Then, in a working phone, move them all to your Google account.)
