How do I get other apps to recognize my contacts in Outlook Exchange?

On my Pixel 8, all of my contacts are saved in only one place, Outlook Exchange. Does anyone know how I can get those contacts to be recognized by my phone, my texting app, the contacts app, and Gmail?

Not sure I fully understand your situation. If you have an exchange account set in the device, then you should be able to choose to have emails, calendar, contacts, tasks, etc of that account sync'd with the device, for use then by the device's calendar/contacts/email apps (well, I am certain that such is possible via Samsung Android and I was pretty sure it was also possible via Pixel Android). Normally, upon installation lots of apps will ask you whether or not you want to allow the app to use contacts/calendar/etc, and if you choose yes then normally those are using the same contacts database (for example) as is already being used on the device. Within calendar/contacts/email apps, you should be able to find settings that control such, and general settings for control of such via the main Accounts settings of the device. Does none of that work for your arrangement?
 
Is this a work phone? If so, have you asked your employer's IT department?
 
go to Settings > Applications > Outlook > enable Contacts. Then open the Outlook app and go to Settings > tap on your account > tap Sync Contacts.
