Can always just go to apps-all-google play services and disable notifications. Doesn't stop it from downloading but stops the nag.

Go to Settings>Apps>All, select Google Play Services, and either uncheck the Show Notifications box, or tap on the Notifications heading and turn it off there.

I still get the notifications.

Also, not sure if this helps or means anything. But everytime I plug my phone up to charge is when it pops up to update now or later.
