I notice that I have a problem moving app icons on the last line of a screen

It seems the only way I can reliably set an icon on the last line of the screen is to go through the App Drawer, select the App, then it will allow placement with no problem.

Under Settings/Display/More/Display Size, I set the line size to contain 5 app icons per line, but that didn't change the difficulty I had placing an app icon on the last line of the screen unless I went through the app drawer.

I never had this issue with Samsung and HTC or nexus phones I have used, and am curious if this is normal for LG phones, or unique to the V20?

Samsung, Nexus and LG all (when the nexus isn't an LG) use different launchers, and it's the launcher that determines where and how you can place apps. If you install Nova Launcher you'll probably find it easier.
