If you set up "trusted devices" to keep your phone unlocked, that is what stops "ok google" from working. Its been that way since the Galaxy S6. Don't know why they don't fix it?! Go to Settings/Lock Screen and Security/Smart Lock/Trusted Devices. Remove your Trusted Devices and it will work...
