What phone is it? Samsung judging by the red led and 3 nav lights? It could be bricked. See if it shows up in Odin and flash the stock ROM. Even if you are using the stock one. If that doesn't work I'll try to figure something else out for you
It is probably a refurbished unit. Go to Ting and tell them and try to get a replacement. They really shouldn't be selling phones that brick themselves. Good luck
What device is this? If it's Samsung then that's normal. Or if it's not a high end phone expect lag. It is never going to be buttery smooth despite project butter. I wouldn't worry about it

There is a problem with the S4 and a certain type of SD cards. My friend had the same problem. It actually corrupted his files and the SD didn't work from then on. It is the SD card. Just get another one
