Omg I finally figured it out.. It was NOT under phone settings at all, in fact, there was nothing related to customizing the lockscreen on the settings which I thought was odd. It actually was under the camera app, settings > quick launch. Turns out it was disabled the whole time. Thank you...

I went through the settings multiple times, and I don't have the lock screen sub menu nor anything related to it :/

I noticed in the lollipop promo video for the Z3 on Sony's website includes 3 shortcut icons on the lockscreen. Bottom left is the phonebook, bottom middle is the lock icon, and bottom right is the camera icon. It seems like it should come standard since it is on my friends phones too. However...

Darn, problem still occurs! Does this happen to you guy's too or is it just my phone? Maybe it could be Google launcher glitching, cuz I don't think I've ever had this issue before? Hopefully Lollipop 5.0 will fix it

Correct, the problem always resolves itself upon a reboot. I've never had this issue on my old Samsung phone before, but anyways, I'll follow those steps to wipe the cache and hopefully it will clear and prevent the problem from happening again in the future. Thanks B.Diddy!
