I will be upgrading my phone to the Gnote 2 using a dumbphone account.

You can also upgrade using another account if you have multiple phones. I upgraded my daughters phone to a GS3 without losing unlimited data. I used an upgrade for a dumbphone and then switched it to her account.

Sounds like a network issue. I would call Verizon and see what they can do.

I have been happy with my Tbolt. It's a little slow at times but other then that no problems. I will prob go with the Droid razor though.

Your latency is too high. It does not communicate fast enough with the servers. You will need a land line.
