I sent feedback to Vonage. I told them it's definitely their app and not Samsung like they think it is. I downloaded the sound assistant app and it worked for a hot minute until I gave Vonage permission to access my phone (I. E. So that calls will push to my phone and I will see/feel them.)...

DND is off. Still there. I restarted my phone, deleted cache partition, deleted app, etc. Still having this problem.

Just did the partition cache wipe. If that one fails will hop onto yours.
