No, I have unlimited internet but I went with your thought process and checked all the apps that I have for data/battery optimization and under Settings>Power>Battery Optimization ...weather apps were ticked off. Problem solved!

I have an unlocked HTC 10 and tried about everything and still doesn't update the stock weather app or any weather app that I will install. Cleared chache, disbaled the app, installled different weather apps to see if they will update but nothing. Any help is appreciated.

I actually went to t-Mobile store on 5/8 and they checked their system and it said "no release date available" but the rep said since Sprint and Verizon will have it and T-Mobile has had all the other HTC phones earlier, they will definitely be selling it.
