Weather not updating on HTC 10

I have an unlocked HTC 10 and tried about everything and still doesn't update the stock weather app or any weather app that I will install. Cleared chache, disbaled the app, installled different weather apps to see if they will update but nothing.
Any help is appreciated.

Do you have Restrict Background Data turned on in Settings>Data Usage​?

No, I have unlimited internet but I went with your thought process and checked all the apps that I have for data/battery optimization and under Settings>Power>Battery Optimization ...weather apps were ticked off.
Problem solved!
