Update: I've fixed the issue by flashing to stock, encrypting, and THEN rooting. Hope this helps anyone in the future with the same issue.

I assumed that only applied to the recent update to Google Play. I've had this issue in the past (along with error 498) and it didn't start happening until after I installed a few apps. I will keep up with that though, thank you for the reply.
