I use Y5 Battery Saver. It basically will only turn on Wifi when you are within range of cell phone towers of known wifi hot spots. It works great.

You are frustrated, just like everyone else. Who knows if it is Verizon's fault or Samsung's fault. As an owner, I just know its not mine. Best thing to do is root your phone and keep an eye on the ROM's that should be coming soon. Be grateful of the awesome dev community, I know I am.

Will we need to install DL09 like we had to do for DJ05 before we install the ROM?

Root your phone and then you can do it for free.

You will most likely need ROM manager.
