Sorry. I should have asked this before suggesting the above method. Is PIA already installed on your Shield TV and you simply can't get it to run, or were you not able to install it?

You can try sideloading PIA by using Aptoide TV which works similarly to the Google Play store without the restrictions of only being able to download Android TV apps (see link below). I successfully installed NordVPN this way since the Android TV play store doesn't have this availability...
