I may have found the answer, although disappointing. I had a live chat with HTC customer support and the tech said the M8 and the M9 do not have the System UI tuner. Here's a .pdf of the conversation.

One of the slick features of Android 6.0 is the UI Tuner, but I can't find it on the M8. All of the tip sheets say to hold down the settings 'gear' for a few seconds; then the tuner will be shown toward the bottom of settings. This doesn't seem to be available on the HTC M8. Anybody know how...
