Where is UI Tuner?

One of the slick features of Android 6.0 is the UI Tuner, but I can't find it on the M8. All of the tip sheets say to hold down the settings 'gear' for a few seconds; then the tuner will be shown toward the bottom of settings. This doesn't seem to be available on the HTC M8. Anybody know how to make it appear? Also, some of the quick settings seem to have disappeared. Does anybody know how to get them back?

I may have found the answer, although disappointing. I had a live chat with HTC customer support and the tech said the M8 and the M9 do not have the System UI tuner. Here's a .pdf of the conversation.
