Recently, I spent about a month in Austin, with a weekend in Dallas. Data on 3G in Austin was iffy. The 4G in Dallas worked fine. I do believe it was a location issue with the Austin area. I had to keep restarting my Charge repeatedly while in Austin, just to get data signal back. Very frustrating.

Go on over to My Droid World Tranq forums and you'll get tons of help. Few here use it. I do know that the option you are looking for is in the newest toolbox, which should have come with the dl and not separate. I am using Tranq 3.7 and love it.
